Public Murals: Painting theTown

This town mural reflects the community.

On charming Main Streets of smaller historic cities, wall murals have long been a canvas for community stories and local pride. As more people embrace the principles of “new urbanism,” murals can bring a fresh perspective to traditional shopping areas - and create new local excitement and issues.

The Beauty and Challenges of Urban Art

While public murals can add immediate visual appeal, they also present unique challenges.  They can be controversial;  sometimes clashing with the existing community character or becoming dated over time. Beauty, as they say, is in the eye of the beholder.  When it comes to public art, opinions are as varied as the viewers, e.g. is that abstract art or graffiti?

Building Harmony vs. Artistic Expression

In towns with processes for architectural design review, the dilemma intensifies. Oversized murals might overshadow traditional architectural elements like display windows. Yet isn't art about breaking with norms and embracing new looks?

Navigating the Legal Maze for Public Art

Regulating the content of public murals can be a legal labyrinth - especially under the constantly evolving and most recent standards of Constitutional law. Once a space is dedicated to artistic expression, how much governmental control can be retained over its content?

National cases include building “murals” that evolved from art projects into commercial “signs” and even political statements.  Professional publications suggest special regulations be adapted to distinguish art from other signs. (eg. “Street Graphics and the Law,” APA)

Real-World Examples

In Glenview, IL, these debates are no longer theoretical. Specific project proposals are now pending!

For the redevelopment of a former Hardware store site (as new mixed use residential and retail) the plans includes a mural space on the prominent wall along the gateway to Downtown.

Currently there is also a civic proposal for a historical mural - on a large Public Works facility - to celebrate the Village Centennial.   This would be visibly located on busy Lake Avenue.

Striking the Right Balance

As we consider the role of murals in urban design, we must find ways to balance these challenges with the opportunities they present. Thoughtfully revised regulations and processes for civic group collaboration should be the starting point - assuring that our streets tell stories that resonate for everyone.
